I can’t login to Hotmail, it says someone else might be using my account and when they ask for the mobile number I registered it on in order for them to send a code, the code isn’t sent.

Go it, I don't know if it is possible for google support to check if the that google account using hotmail (wich I could provide the email for checking) is active, then if not, they would remove it so that I could create. Anyway, I think it's easier for me to create one new using gmail itself and forget this. Something similar happened to me where someone created a Paypal account and seems to be using my email address as their secondary address. I say that because when I type my email address into Paypal and click that I forgot my password it says there is no account associated with that email address.
